Rachel Brisley is a Director and Head of the Energy and Environment Team at Ipsos with 30 years’ professional experience in the fields of climate resilience, climate mitigation, sustainability, regeneration, and external funding. She has held director positions at environmental and economic consultancies and has an international track record in climate resilience working with a range of clients including the World Bank, European Investment Bank, UK government departments, and the Climate Change Committee. Rachel leads on policy research and evaluation for UK government departments such as the Department for Energy Security and Net Zero and Defra regarding programmes to enhance domestic energy efficiency, net zero innovation, circular economy and air quality.  She also leads our strategic partnership with the Centre for Climate Change and Social Transformations which focuses on the systemic and societal transformations required to address climate change; this partnership produced groundbreaking research on Net Zero Living.  Rachel has a particular interest in the impacts of climate change and the decarbonisation transition on vulnerable communities and is currently working on projects related to this theme for the Welsh, Scottish and Irish Governments.
