Per Grankvist
Per Grankvist is the founder of the Actionable Consensus Framework (ACF), a practical method that helps cities turn climate ambitions into concrete, shared action. Working through action research with ten Swedish cities in a national programme to become climate‑neutral by 2030, he identified that the main barrier is not knowledge or ambition, but internal friction: departments pulling in different directions, conflicting mandates and stalled decisions.
With a background in journalism, Per is widely known in Sweden for making complex issues understandable. In 2019, he became one of the first “Chief Storytellers” in urban governance, working side by side with civil servants, transition teams and elected officials. His work reframes climate neutrality as core municipal business rather than an optional add‑on, and focuses on empathy‑driven processes that align diverse stakeholders.
