Kenroy Quellennec-Reid
Kenroy is the Head of Impact Investment and Analysis at London Treasury Limited (LTL), the Greater London Authority’s regulated investment and treasury management subsidiary. LTL’s mission is to help local authorities achieve better outcomes for their investments than would be possible on their own.
He leads a team of carbon and financial analysts, which provides finance for projects that will deliver the Mayor of London’s goal to achieve net zero by 2030. This includes the provision of debt finance, to accelerate the implementation of decarbonisation measures, through the Mayor’s new Green Finance Fund.
Kenroy has worked in impact investment for the past 20 years, focusing on small business growth and low-carbon infrastructure. Working with the European Investment Bank, he established investment funds to address finance gaps in the SME and low carbon sectors, including the pioneering London Green Fund and Greater London Investment Fund. He also set up the £500m Mayor of London Energy Efficiency Fund.
