Dr. Zulqarnain Mohamad was born on May 3, 1963, in Rungkop, Bagan Datoh, Malaysia. His early education began at Sekolah Rendah Sultan Yussof in Batu Gajah from standard 1 to standard 2, followed by Sekolah Rendah Iskandar Shah in Parit from standard 3 to standard 6. He then pursued his secondary education at Kolej Melayu Kuala Kangsar from form 1 to form 5.

Driven by a passion for urban development and planning, TPr. Dr. Zulqarnain embarked on his academic journey at the University of California San Diego in 1981, laying the foundation for his future endeavors. He continued his studies at Arkansas State University from 1982 to 1984, before earning his Bachelor of Arts in Urban and Regional Planning from the University of Southwestern Louisiana in 1985.

Determined to deepen his knowledge and expertise, he pursued a Master of City Planning degree at the Georgia Institute of Technology in Atlanta, Georgia, which he successfully completed in 1988. During this time, he gained valuable experience through an internship at Atlanta City Hall and served as a Planning Assistant at the City of Lawrenceville in Georgia, US, in 1989.

In 1991, Dr. Zulqarnain began his professional career at Ipoh City Council as Town Planning Officer in the Special Project Unit. Over the years, he continued to advance his career, serving as Town Planning Officer in the Development Control Unit in 1998.

Dr. Zulqarnain received his Doctor of Philosophy in Built Environment from the International Islamic University of Malaysia. He served as Ipoh Mayor's Special Officer from 2009 to 2010. His leadership qualities and strategic vision led to his appointment as Director of Town Planning at Ipoh City Council from 2011 to 2018, where he played a pivotal role in shaping urban development policies and initiatives.

His appointment as The President of the Kuala Kangsar Municipal Council from May 2019 to April 2023, where he spearheaded sustainable urban development initiatives and fostered community engagement.

Presently, Dr. Zulqarnain serves as the CEO of the Secretariat of Ipoh Doughnut Economic City, where he continues to champion innovative approaches to urban planning and economic sustainability. His contributions to the field of urban and regional planning, coupled with his unwavering dedication to community welfare, make him a respected figure in Malaysia's urban development landscape.
