Collaboration in action: the White Rose Agreement

The recent White Rose Agreement between Yorkshire's three Metro Mayors - West Yorkshire's Tracy Brabin, South Yorkshire’s Mayor Oliver Coppard and York and North Yorkshire’s David Skaith - is a powerful example of northern leaders moving from working in isolation to uniting on shared priorities. The pact commits to working together on five priority areas:

  1. Good growth - Aligning Local Growth Plans, driving net zero transition, boosting R&D and creating quality jobs across urban and rural areas

  2. Promoting Yorkshire - Jointly representing the region to attract inward investment, cultural events and tourism

  3. Rail connectivity - Pushing together for upgrades like Northern Powerhouse Rail, East Coast Mainline, a Bradford station, Penistone Line enhancements and improved cross-regional services

  4. Cross-border bus services - Coordinating bus networks that transcend authority borders to serve everyday commuters efficiently

  5. Community safety - Collaborating across policing, criminal justice, serious violence prevention and public-health approaches to strengthen regional safety

The White Rose Agreement offers a compelling example of regional leaders shifting from isolated action to joint strategic planning, underscoring a clear appetite for collaboration.
